This document (EN 474‑1:2022/prA1:2025) has been prepared by Technical Committee CEN/TC 151 “Construction equipment and building material machines - Safety”, the secretariat of which is held by DIN.

This document is currently submitted to the CEN Enquiry.

This document has been prepared under a standardization request addressed to CEN by the European Commission. The Standing Committee of the EFTA States subsequently approves these requests for its Member States.

For the relationship with EU Legislation, see informative Annex ZA, which is an integral part of EN 474‑1:2022 and Annex ZB, which is an integral part of this document.

1.0 Modification to Clause 1 Scope

Add the following sentence about what the document does not deal with:

“This document does not deal with autonomous mobile machinery.”

2.0 Modification to Clause 2 Normative references

Add the following footnote to EN ISO 3164:2013, Earth-moving machinery — Laboratory evaluations of protective structures — Specifications for deflection-limiting volume (ISO 3164:2013):

“As impacted by EN ISO 3164:2013/A1:2024.”

Delete the following normative reference and move it to the bibliography:

“EN ISO 6165:2012, Earth-moving machinery — Basic types — Identification and terms and definitions (ISO 6165:2012)”.

3.0 Modification to Clause 3 Terms and definitions

Move “Earth-moving machinery and their families are defined in EN ISO 6165:2012.” to a note.

Replace the wording “by the manufacturer” in the definition of term 3.6 with “the operator’s manual”.

4.0 Modification to Clause 4.3.1.5 Sharp edges

Move the parenthesis “(see also 4.14.3)” to a note to the clause.

5.0 Modification to Clause 4.3.2.1.2 Heating system

Replace “A” with “The” in the beginning of the paragraph.

Add the following text in the beginning of the parentheses:

19.0 Modification to Clause 4.12.4 Load capacity indicator

Modify the last paragraph to read:

“This device may have a means to be deactivated while the machine is performing operations other than lifting operation. 20.0 Modification to Clause 4.12.5 Rated capacity limiting device

Modify the last paragraph to read:

“This device may have a means to be deactivated while the machine is performing operations other than lifting operation. If such means is provided the activation shall be indicated and the location of the activation/deactivation control shall be within the operator's zone of comfort according to EN ISO 6682:2008.”

21.0 Modification to Clause 4.12.6 Rated lift capacity information

Delete “as intended by the manufacturer” from the first paragraph.

Delete “by the operator” from the second paragraph.

Move the second sentence in the second paragraph to a new third paragraph.

Make the original third paragraph into a note and change the word “may” into “can”.

22.0 Modification to Clause 4.12.7.1 General

Replace the first paragraph with:

“Static and dynamic tests shall be carried out in accordance with 4.12.7.2 and 4.12.7.3.”

Add a note at the end of the clause to read:

“NOTE As a general rule, static and dynamic tests are to be carried out on each machine after it has been assembled and before it is first put into service. For machinery produced in series, where the production techniques employed and the application of a duly documented quality control system make it possible to guarantee that every machine produced will have identical characteristics when fully assembled, static or dynamic tests on adequate samples of the machinery can be considered as fulfilling this requirement.”

23.0 Modification to Clause 4.12.7.2 Static tests

Move and make the first paragraph into a note at the end of the clause.

Modify the 2nd paragraph to read:

“Machines shall be tested on firm level ground at 100 % of Q1 and Q2 in the respective positions as defined in 4.12.7.1. above ground level.”

24.0 Modification to Clause 4.12.7.3 Dynamic tests

Move and make the first paragraph into a note at the end of the clause.

Modify the 2nd paragraph to read:

“Machines shall be tested at 100 % of Q2 in a range of lifting and reaching movements above ground level at an operating speed appropriate to intended use.”

25.0 Modification to Clause 4.13.1 Noise reduction

Modify the bullet list at the end of the clause into a note that reads:

“NOTE 3 Examples of noise reduction measures include but are not limited to:

— selection of low noise components;

— use of exhaust silencers for engine;

— use of sound insulating covers and enclosures around noisy components;

Modify the parentheses in the second sentence in the second paragraph to read:

This European Standard has been prepared under a Commission’s standardization request C(2025)129 Commission Implementing Decision of 20 January 2025 to the European Committee for Standardization and to the European Committee for Electrotechnical Standardization as regards machinery in support of Regulation (EU) 2023/1230 of the European Parliament and of the Council (M/605) to provide one voluntary means of conforming to essential requirements of Regulation (EU) 2023/1230 of the European Parliament and of the Council of 14 June 2023 on machinery (OJ L 165, 29.6.2023).

Once this standard is cited in the Official Journal of the European Union under that Regulation, compliance with the normative clauses of this standard given in Table ZB.1 confers, within the limits of the scope of this standard, a presumption of conformity with the corresponding essential requirements of that Regulation, and associated EFTA regulations.
